What Is the NOGEPA Offshore Medical?
The NOGEPA Offshore Medical — now operating under the Element NL framework following the transition from the Netherlands Oil and Gas Exploration and Production Association (NOGEPA) to
Element NL in 2022 — is the official Dutch offshore medical examination required for workers operating on Dutch continental shelf installations and platforms. It is widely recognised across the
North Sea and is one of three offshore medical certificates covered by the Hardanger Agreement, alongside the UK OEUK (formerly OGUK) and Norwegian OLF certificates. Under this agreement, a valid NOGEPA or Element NL offshore medical certificate is accepted in lieu of the OEUK certificate for work in UK waters, and in lieu of a Norwegian medical certificate for work in the Norwegian sector.
Who Needs a NOGEPA Offshore Medical?
The NOGEPA offshore medical is required for all offshore workers deploying to Dutch continental shelf installations, including oil and gas production platforms, offshore wind installations, and associated support vessels. It is also required for workers deploying to Norwegian or UK offshore installations when the NOGEPA certificate is being used under the Hardanger Agreement. Workers in the following categories commonly require this certificate: offshore production and drilling operatives, offshore engineers and technicians, emergency response team (ERT) members, offshore wind service and installation personnel, and all other personnel required to hold a valid offshore medical certificate for operations in Dutch, Norwegian, or UK waters.
The Hardanger Agreement — UK, Dutch, and Norwegian Mutual
Recognition
The Hardanger Agreement is a reciprocal arrangement between the UK, Dutch, and Norwegian offshore industries that allows a valid medical certificate issued under any one of the three national frameworks to be accepted in the other two sectors. This means that a NOGEPA or Element NL medical certificate is accepted for offshore work in UK waters under the OEUK standard, and in Norwegian waters under the OLF standard, without the need for a separate national medical. This is a significant practical advantage for workers operating across multiple North Sea jurisdictions. If you work across UK and Dutch or Norwegian sectors, holding a NOGEPA certificate alongside or instead of your OEUK certificate may simplify your certification requirements.
What the Examination Covers
The NOGEPA offshore medical examination is a comprehensive assessment of fitness for work in the offshore environment. It includes a full clinical physical examination, blood pressure
measurement, pulse assessment, height, weight, and BMI recording. Vision testing covers visual acuity (with and without correction), colour vision, and VDU suitability. Hearing is assessed via audiometry. Spirometry is performed to assess lung function. A resting ECG is included. A shoulder width (bi-deltoid) measurement is recorded in accordance with Civil Aviation Authority (CAA) regulations to determine helicopter evacuation seat category — this measurement is valid for four years once recorded. Urinalysis is conducted. Where required by the scope of the individual’s role, a Chester Step Test or fitness assessment may be added to assess cardiovascular capacity.
Certificate Validity
The NOGEPA offshore medical certificate is valid for up to two years from the date of examination. For workers aged 50 or over, the validity period may be reduced. The certificate is recorded in the worker’s Personal Safety Logbook (PSL), which is the official documentation used across the Dutch and international offshore sectors. All examination findings and the fitness status outcome are entered into the PSL at the time of the examination. The certificate will indicate whether the worker is fit for unrestricted offshore work, fit with specified restrictions, or temporarily or permanently unfit.
Combining with the G41 Working at Heights Examination
If you require both a NOGEPA offshore medical and a G41 Working at Heights certificate, these can be combined into a single appointment at Cherries Medical Clinic. This is a practical option for offshore wind technicians and other workers who require both certificates for their role. Please advise us at the time of booking that you require both assessments, and we will arrange the
appropriate appointment. Please also see our separate G41 Working at Heights Offshore Medical Examination page for full details.
Appointment Requirements
✔ Bring a valid passport or photo ID
✔ Bring your Personal Safety Logbook (PSL) if you already hold one
✔ Bring a full list of your current medications and any relevant medical records
✔ Bring any previous NOGEPA, OEUK, or offshore medical certificates if available
✔ Advise us at the time of booking if you require a G41 Working at Heights assessment or Chester Step Test in the same appointment
Pricing and Appointments
The NOGEPA Offshore Medical Service is priced at £180. This price reflects the inclusion of a
resting ECG as part of the standard examination, which is a requirement of the NOGEPA and
Element NL offshore medical framework. Same-week appointments are available at both our
Slough and Southampton clinics. If you require a combined NOGEPA and G41 appointment, please
contact us for a combined price. To book, please call 07306852397 or email
info@cherriesmedicalclinic.co.uk.
They are different medical frameworks but are mutually recognised under the Hardanger Agreement. The OEUK medical is the UK offshore standard, while the NOGEPA or Element NL medical is the Dutch offshore standard. Both are accepted across UK, Dutch, and Norwegian
sectors under the Hardanger Agreement. Some operators may have a preference for one over the other — please check with your employer or the installation operator if you are unsure which certificate is required.
Under the Hardanger Agreement, a valid NOGEPA or Element NL medical certificate is accepted in lieu of an OEUK certificate for work in UK waters. However, some UK operators retain the right to request the OEUK certificate specifically. We recommend checking with your employer or the installation operator before relying solely on the NOGEPA certificate for UK offshore work.
The Personal Safety Logbook (PSL) is the official record-keeping document used across the Dutch and international offshore sectors. It records your offshore medical examination results, working at height fitness status, training certifications, and other offshore safety credentials. Your NOGEPA medical results are entered directly into your PSL by the examining doctor at the time of the appointment. If you already hold a PSL, please bring it to your appointment.
Yes. If you require a G41 Working at Heights certificate or a Chester Step Test in addition to the NOGEPA offshore medical, these can be combined into a single appointment at Cherries Medical Clinic. Please advise us at the time of booking.

Dr Anwar is exceptionally helpful and professional. In a very short period he provided an appointment , met with my family member and provided a supporting letter to bolster an application for exemption from the Life in The UK test.
